Russian President Vladimir Putin accused Western countries of "perverting" the U.N.-backed deal formally called the Black Sea Grain Initiative.

"They will not be used on Russian territory...They will be used only in areas where Russian military forces are concentrated in order to break through enemy defences." Cluster munitions typically release large numbers of smaller bomblets that can kill indiscriminately over a wide area. Human Rights Watch says both Moscow and Kyiv have used cluster munitions. Russia, Ukraine and the U.S. have not signed up to the Convention on Cluster Munitions, which bans production, stockpiling, use and transfer of the weapons. "I think cluster munitions will expand the capabilities of our troops."

A Ukrainian official said Russia used "chemical aerosol munition with suffocating effect" on troops. Shershen said the chemical used was a banned one, but he did not give further details. Shershen did not identify the gas, nor say if any Ukrainian or Russian troops were affected. Marinka, which is around 80 miles from Bakhmut, has been the scene of intense fighting between Russian and Ukrainian forces, and photos published in March show it has largely been reduced to a wasteland. But in his comments, Shershen said that Ukrainian forces are still fighting there, as the country tries to push back against Russia with its long-awaited counteroffensive.
